This is probably a stupid question. I've googled but haven't found a satisfactory answer, and this has been a heartbreaking month for me. I won't go into depressing details, just saying that my mind is probably not firing on all cylinders at the moment.
Anyway, I've been queueing for Mogo'shun Vaults in raid finder in hopes of getting a better bow. But as far as I can tell, I haven't gotten the Will of the Emperor encounter. Do you get to do this encounter in raid finder or am I wasting my time? Are the encounters random? I've ran it four times so far, and each time the end encounter is the huge troll who flies in on a windreaver.
